"Inspector-general for the President"? Has the situation changed since the time of Sunday Adewusi under President Shehu Shagari?
I do not know much about the situation in the pre-Shagari periods, I however know that the situation now is exactly like what was obtainable then and after.
My point is that this particular problem is not a "Buhari problem", it is systemic. Under our present system, it is mere idealism to expect that the number one police officer would not be an "Inspectors general for the President".
