You have characterized the tenuous nature of fake news correctly. Fake News as such can be so designated because of the news providers intent.
; it can also have been adulterated in the communication process or invented outright through various other agencies beyond the control of the original providers ( e.g. hackers) agents against certain political outcomes as alleged of Russia in the last US presidential elections and the Cambridge (JK)media group.

the product of imagination, creativity and poetic license.
But fake news is an imposter.
