The three arms of government in the Federal Republic of Nigeria are - the Executive (Presidency), Legislative (National Assembly) and the Judiciary. Although the President is in total control of the armed forces and security agents he/she cannot enforce his will on the society outside the law no matter how good he/she thinks about the benefits of his will to the country. The president belongs to a political party just as each law maker in the National Assembly belongs to a political party. Where the majority of the National Assembly members belongs to the same political party as the President, collaboration between the Executive and the Legislature should be smooth and making laws for the purpose of implementing the political manifesto of the party on which platform they were elected would not be a problem. The 3rd arm of the government, the Judiciary is independent and their task is just to interpret and execute the law justly and expeditiously. For the past three years, Buhari's hands have been tied back by the Nigerian Legislative and Judicial powers without the concerned glance of the Nigerian intellectuals who instead ignorantly blame Buhari for not knocking down Boko Haram and treasury looters completely. Thus, Farooq Kperogi could write, "In the past few weeks, Boko Haram killed hundreds of Nigerian soldiers, which is more than it has ever done since the beginning of the insurgency. Yet the federal government has not considered it fitting to acknowledge this tragedy, much less condole with the families of the deceased soldiers." Here, Farooq Kperogi did not bother to tell us the source of his information that Boko Haram killed hundreds of Nigerian soldiers in the past few weeks. Yet, Farooq Kperogi is not in Nigeria and he was not an eyewitness of the combats where he made Boko Haram to have killed hundreds of Nigerian soldiers. How many Nigerian soldiers were actually killed in the past few weeks and which previous figures of Nigerian soldiers casualties is he comparing the last few weeks with? When and where were the soldiers killed? Farooq Kperogi probably thinks that promulgation of salacious rumour is part of his job as a professor of English language when he conjured up that Boko had killed hundreds of Nigerian soldiers in the past few weeks, but no one is obliged to believe his sweet and distasteful propaganda.
As if he were a master of ventriloquism, Farooq wrote, "I periodically speak with relatives and friends in the military fighting Boko Haram, and they say little or nothing has changed except that propaganda and media management have become more effective. The fat cats in the military still exploit and feed fat on the misery of the foot soldiers." Farooq's relatives and friends in the military who are supposed to be fighting Boko Haram must be the fat cats in the military still exploiting and feeding fat on the misery of the foot soldiers. Obviously, only fat cat military relatives and friends of Farooq Kperogi could have time and afford to speak to him while foot soldiers are dying in the battle field. The war is still lingering on because Farooq's fat cat military relatives and friends are profitting from the war financially, although it is not as eye-popping as under Jonathan. Should the security agents arrest and arraign those fat cat military relatives and friends of the learned professor, the first thing he would do is to shout that Buhari is a dictator. The next step is to get a successful lawyer who knows the judges but not the law to arrange bails and sine die adjournments of the unpatriotic fat cat military friends and relatives.
The military fat cats, relatives and friends of Farooq have gossiped to him that nothing has changed in the war against Boko Haram under Buhari in comparison with Jonathan. That is completely untrue. The entire world knew that when Buhari took over from Jonathan, 29 May 2015, a fifty-thousand square kilometres land area in the Northeast of Nigeria was occupied and declared a Caliphate by Boko Haram. In spite of internal saboteurs represented by military fat cats who are relatives and friends of Farooq Kperogi, Boko Haram is no longer in control of any land area in Nigeria. All the military top dogs and politicians under President Goodluck Jonathan who shared among themselves billions of dollar meant to procure arms for our foot soldiers to fight Boko Haram have been arrested, arraigned in courts and granted bail with many of them surrendering money and acquired properties to the federal government. So, on the part of President Muhammadu Buhari, something has really changed in the military prosecution of the war against Boko Haram which now resorts to hit and run banditry. That the corrupt Judiciary in Nigeria has failed to dispense justice according to the law against those who stole money appropriated to buy arms to fight insurgencies and by their action allowed Boko Haram to grow wings cannot be blamed on Buhari. It is obvious that the military fat cats who are friends and relatives of Farooq Kperogi still exploit and feed fact on the misery of the foot soldiers fighting Boko Haram because their predecessors in office who did the same thing have been granted freedom from penalty by the independent third arm of the government, the corrupt Nigerian Judiciary. And there, Buhari is helpless.
