thanks for this gloria. let's see if anything more than what's already been published by prunier and others emerges. it isn't news that france supported habyarimana, but what followed as the tutsis marched south and april may june passed might still contain info worth knowing.
the genocide was carried out by local militia, supported by armed police. the locals were armed with machetes etc., so the arming of police that impeded tutsis' resistance is a factor to consider, but the police were already armed so i don't think that would be a major issue.
my own limited knowledge for now is that the u.s. agreed to ship arms to peacekeepers to stop the genocide, and delayed to the point that they never got there in time.
if more emerges indicating more french complicity in the genocide, i hope those responsible go to jail.
i'm not holding my breath.
