I appreciate your journalistic rigor. I am simply explaining what it is based on your write-up. I am scratching my head to get a handle on the logic - but the rationale is elusive.  How are you doing in Kenya? 

First, the Tripoli government is known to be supported by assorted terrorist militias. So the moral clarity is lacking for the good guy argument regardless of international recognition of the Government of National Accord. There are two rival governments operating in Libya. The House of Representatives in the East is aligned with Khalifa Haftar. 

Well, how can the African Union enforce the Lome Declaration against Khakifa Haftar if he did not seize power and install himself as a military ruler?

Second, Faki Moussa, the Chairperson of the AU Commission, does not have the authority to suspend a Member State. As the Secretariat of the AU,  he communicates and implements decisions by, and reports to,  the General Assembly of the African Heads of State.  The current Chairperson of the AU and Authority of the African Heads of State  is  President Abdel Fattah El-Sisi of Egypt who openly supports Khalifa Haftar. There is nothing left to doubt.

The AU Executive Council, made up of Foreign Ministers, prepares the agenda for the Heads of State. A decision to suspend a Member  usually comes from the AU Peace and Security Council. It has 15 members elected by the AU Executive Council on regional basis (three from Central Africa; three from East Africa; two from North Africa; three from Southern Africa; and four from West Africa). The current rotating chair is Nigeria.

A draft resolution in the UN Security Council that blamed Hafter for the current fighting was blocked by Russia. A subsequent UK sponsored draft  calling for an end to the fighting was blocked by Russia and the three African countries in the UN Security Council - South Africa, Equatorial Guinea, and Ivory Coast. The Africans are concerned about the migrant/ refugees while France and Italy are concerned about their current oil interests.

How can African countries without veto power block a UN Security Council resolution?  Good question. 9 votes are needed and without any veto for a resolution to pass. There are 11 Members. So African countries (always 3 slots for Africa) voting together can block a resolution.

Fast forward or cross-reference. Italy and France said a Franco-Italian front is vital to bring the hostility to a halt. 

On April 23, 2019, African Union leaders extended the deadline, from 15 days to 3 months, given to Sudan's transitional military council to hand over power  to civilian rule stressing that this delay should not be prolonged. This meeting was convened by President Abdel Fattah El-Sisi in Cairo and attended by the leaders of Chad, Djibouti, Somalia, South Africa, Ethiopia's deputy prime minister,  foreign ministers and presidential envoys of Kenya, Nigeria, South Sudan, Uganda and  Moussa Faki had been on a two-day visit in Khartoum to assess the situation and met with the Sudanese stakeholders.

 During this meeting, El Sisis said Africa is in a better position to solve the Libyan crisis. Who sent NATO to break  Libya in the first place in this chicken is coming home to roost? 

After standing on the sideline with no dog the fight, USA - President Trump, praised Field Marshal Khaifa Haftar for fighting terrorism.  O well, Gaddafi loyalists are supporting Haftar, too.

Bro, how did you single out Faki Moussa as a Chadian with a beholden tie to the USA?

1. The following is the preamble to the Lome Declaration by the OAU in 2000.



Lomé Declaration of July 2000 on the framework for an OAU response to unconstitutional changes of government (AHG/Decl.5 (XXXVI)
We, Heads of State and Governments of the Organization of African Unity, meeting at the Thirty-sixth Ordinary Session of our Assembly in Lome, Togo from 10 - 12 July, 2000 have undertaken a review of the Political Developments on the Continent and in particular the state of consolidating democracy in Africa.
We express our grave concern about the resurgence of coup d'etat in Africa . We recognize that these developments are a threat to peace and security of the Continent and they constitute a very disturbing trend and serious set back to the ongoing process of democratization in the Continent.
We recognize that the phenomenon of coup d'etat has resulted in flagrant violations of the basic principles of our Continental Organization and of the United Nations. The phenomenon also contradicts and contravenes the position taken by our Organization in Harare in 1997 following the coup d'etat in Sierra Leone , in which we unequivocally condemned and rejected any unconstitutional change of government. We reaffirm that coups are sad and unacceptable developments in our Continent, coming at a time when our people have committed themselves to respect of the rule of law based on peoples will expressed through the ballot and not the bullet.
We recall our Decision AHG/Dec.141 (XXXV), adopted during the Thirty-fifth Ordinary Session of our Assembly, in which we unanimously rejected any unconstitutional change as an unacceptable and anachronistic act, which is in contradiction of our commitment to promote democratic principles and conditions.

MY COMMENTS:

2. Recently AU Commission Chair Moussa Faki gave Sudan 15 days deadline to conform to the Lome Declaration or face sanctions.

3. As Faki issued his ultimatum to Sudan, Libyan warlord Khalifa Belqassim Haftar who was on the payroll of CIA and DIA - Defence Intelligence Agency - launched his offensive on Tripoli on April 4, 2019 to topple the UN-backed Government of National Accord (GNA).

4. The GNA was installed with the endorsement of the UN Security Council including USA before Trump assumed office.

5. However, since Trump took office, he and Russia and UAE and Egypt have been backing Haftar.

6. Russia provides medical treatment for wounded Libyan Army soldiers commanded by Haftar, it also prints Libyan currency for him.

7. Saddam Haftar, one of Haftar's sons, in charge of an army brigade, raided the Benghazi branch of the Libyan Central Bank and confiscated 639,975,000 Libyan dinars (USD 465,696,030), Euro 159,700,000 (USD 187,154,947) and USD 1.9m and 5,869 silver coins in 2018 and moved the money to unknown destinations.

8. Haftar committed war crimes. There is a video showing 20 Islamist prisoners of war executed by Haftar's men which was condemned by UN.

9. Haftar sought and obtained military help from Israel which also sent warplanes to bomb Islamist sites in Libya.  This was a serious action by Haftar aimed at internationalizing the Second Libyan Civil War.

10. Haftar continues to flagrantly refuse to obey the UNSC Resolution which recognises the GNA as the legitimate government in Tripoli.

11. Why then is Moussa Faki beating about the bush by calling for a peace conference in July and not applying the provisions of the Lome Declaration against Haftar who is Libyan-American dual national ?

12. Failure by Moussa Faki to act can only be attribute to one sole reason: Chad is one of the top five Sub-Saharan exporters to USA.

13. Thus Faki is too scared to antagonise Trump and expose Chad to the real risk of losing the US market.

14. African Union cannot act because Faki is a helpless prisoner of his country's national interests.

15. All oil-rich countries in Africa will be at risk if Trump is allowed to impose Haftar on Libya.
