The period under consideration for discussion is 1999 to the present. There was no rotational presidency during the military era. However, right from Aguiyi Ironsi, Gowon, Mohammed, Obasanjo, Buhari, Babangida, Abacha and up to Abdulsalami, most of the civil servants that served under them were educated Southerners. Job description of Nigeria's Head of State, whether military or civilian, entails serving all Nigerians regardless of tribe or religion. Public servants at the MDAs are supposed to serve the entire nation without discrimination.
The form of government in the North is based on Western education as in the South. Even the twelve supposedly Sharia law States in the North are governed with Western system of democracy.
To your third question, I will say that Nigeria is a country of great and many academic titles but of no skills and of insignificant deeds. The mere academic titles of Nigerians in the Ministries, Departments and Agencies conjure up a powerful visions and ideals of the type of a country we all want our Nigeria to be. But visions and ideals have been conjured into nightmare by a pack of vultures that have systematically bled our nation dry, especially over the last 20 years, through their nefarious activities in government and parastatals. For me, I think that the problems of Nigeria's economic development will be solved when we start demanding that public officials should match productions in their respective office with their academic titles.
