This is a clear (or in legal lingo, prima facie) case of plagiarism against Professor Ladan, whom Buhari just appointed DG of NIALS. A professor of law does not know what plagiarism means. Read his wooly, self-indicting defense in the story and you'll know why there's an epidemic of plagiarism in Nigerian higher education. Nigerians think that you can just copy other people's work verbatim without paraphrasing or indicating with quotation marks and that as long as you include the work in your reference list or cite it in-text it is fine. The "professor" even hilariously said he couldn't have plagiarized because the professor he is accused of plagiarizing is not the author of the book but its editor and does not own the copyright!!! Apart from the fact that the author/editor distinction does not make a difference in plagiarism, the Professor's "defense" is the equivalent of saying, yes I stole this money but the person who accused me of stealing the money is not the actual owner of the money.
