Yes. They are all passionately
in love with France.

But Prof Harrow, you are the one underestimating
the capacity of Africans to understand
and analyze their situation. As said by the bard
sometime ago, "who feels it know it."
Are the hundred organizations involved
in the counter - summit, as discussed in the
ROAPE article hallucinating?

i follow the situation that generates anti-french sentiment, and understand it directly. however, gloria, your questions function too much, in my thinking, to disempower the african states or people in this relationship.
for instance, there was a point where the rwandan govt of habyarimana turned away from the reliance on belgians for military support and accepted the french in their place.
these decisions were political on both sides and motivated by different interests and factions.
if we blame all the ills on the french, as a block, then all african agency disappears.
i've seen an enormous decline in french presence throughout africa, their replacement in goods and businesses and cultural presence.
if they are still there it is because the rulers who want their bases still want them, and because they think it serves some national interest. ditto for the chinese.
anyway, i come at this asking questions, not proffering answers. sometimes as i learn things, like the french arrangements in chad or c.a.r., i learn a bit more.
but i am very interested in hearing the debate and learning how things work there.

" found this very striking.
some of the rhetoric turns on the argument that france still functions as a colonial power in africa.
i wonder how the countries in question feel about that assessment."
MANY AGREE WITH THIS
"can't imagine a senegalese accepting that judgment, accepting that despite independence of 1960, they are still enslaved to their former colonial masters."
MANY SENEGALESE DO SEE IT THAT WAY.
"would make an interesting debate, if it could go beyond the level of rhetorical speechifying.
it is hard to take this question seriously without asking perhaps two: how much does the french military keep such and such a regime in power."
BY INTIMIDATION, DIRECT INTERVENTION ETC
THEY MAINTAIN BASES IN THE REGION
FOR THAT PURPOSE MAINLY.
"one answer in chad would differ from that of almost all the other francophone countries."
????
"or, how much of the economy depends on french trade. at a time when china has become the largest economic power in africa, how can we parse that question."
CHINA IS THE LARGEST TRADING PARTNER
IN AFRICA BUT NOTE THAT ITS ACTIVITY
IN ETHIOPIA, FOR EXAMPLE, IS MORE THAN IN MALI
AND THE SAHEL.
•when the russia wagner group is replacing the french barkhan forces in the sahara, how do we parse it?"
THIS IS YET TO OCCUR FULLY
BUT IT IS AN INDICATION OF THE
DEGREE OF ANTI FRENCH SENTIMENT.
" I believe french economic interests are still crucial in shaping relations in many counties. but i don't really know how much and where"
REALLY?
."..... but it overstates too much, assumes too much,
and especially uses the word "france" as if it were not a divided entity on all these questions. after all, macron hardly represents the french on the left or african-french people whose values are very far from the conventional french conservative ones."
THIS IS NORMAL USAGE IN FOREIGN POLICY.
IN THE END, IT IS THE NATION STATE THAT IS
REPRESENTED IN THE UN - NOT MACRON OR
LE PIN.
