What is the purpose of submitting political parties membership registers to INEC 30 days before the congresses?
Is it not for the umpire to know the members that would vote and be voted for?
If someone's name was not on the submitted membership register and he or she surfaces at any of the congresses either as a voter or contestant, should that person be recognized as a member of the party who should vote or be voted for?
