What is the moral for instance in leaving 20 million children out of school and going instead to fix bridges and roads.there are a lot of moral and ethical questions to address Mr president.

What is his underlying philosophy? There should be a measure of coherence through al the ministries,departments and agencies.
We do not want to be seen doingv things by instinct, gut feeling,adhocism or fire fighting.
