The people justice is being sought from is Israel.
Hamas cannot force Islamic doctrine on Israel.
That is different from Boko Haram, for example.
Boko Haram are not operating in a situation where they are dispossessed of their land, as the Palestininas have been for generations. Boko Haram is not fighting for a people under the almost absolute control of an occupying power who has power of life and death over them and regularly exercises it, as Israel has over the Palestinians.
Boko Haram, and others like them, have simply chosen to deny others the right to choose how they want to live in a situation where there is no oppressor to seek justice from and decided to impose their version of Islam on others through terrrorism.
Their actions are a matter of choice. That of Hamas more a matter of necessity than of choice.
Hamas employs terror tactics because that is the only weapon they have against a vastly more powerful opponent in a struggle for justice for their people.
Not because they want to impose a version of Islam on the Israelis against whom the terror tactics are directed.
Boko Haram, on the other hand, use terror tactics on the Nigerian people because they want to establish an Islamic state in Nigeria, a stance that applies to a significant number of jihadi groups.
Is any of those jihadi groups in the same situation as Hamas in relation to an occupying power?
The situation in Gaza is a war situation. The two sides are Israel and the Palestinian people.
Israel is not interested in a just peace. Arafat's terrorist PLO has morphed into a peaceful Fatah in charge of the West bank yet the same West Bank is increasingly annexed by Israel and its Arab citizens terrorised by the Israeli state and Israeli settlers.
The only answer Israel has for Palestinians who refuse to take up arms against an overwhelming powerful enemy is further subjugation and land annexation.
The primary mission of Hamas is not the imposition of a particular kind of government on anyone, an idea that is meaningless in relation to Israel. That is also not their mission in relation to the Palestinians. Israel would let them get on with their Islamic govt as long as they dont disturb the Israeli occupation but their resistance to the Israeli occupation is the beginning and the end of their existence as Palestinians. It is the seeking of a self governing homeland for their dispossessed people.
Terrorism through asymmetric warfare is the weapon they have since the opponent is immensely powerful, the opponent's power aided by its Western allies who add to its arsenal to bomb into non-existence a people with only a miniscule fraction of the power of the Israeli armed forces.
Israel has more options but chooses subjugation and genocide on a scale and ferocity unseen in human history.
