I am actually wondering how you can have a credible party primary, before you have a credible voters list. What you are going to have, like we have had in the past is selection by the party godfathers and incumbents.

PDP Suspends All Congresses, Primaries Indefinitely

 
San Francisco, Sept 22, (THEWILL) – The leadership of the Peoples Democratic Party (PDP) today suspended all congresses and primaries which were slated to have started on Saturday, September 22, 2010.
According to a statement signed by the party's National Publicity Secretary, Professor Rufai Ahmed Alkali, the NWC of the party said it took the decision because of the move by INEC to alter the election timeline.
The statement in full reads: "The National Working Committee of the Peoples Democratic Party (PDP) has directed the suspension of all Congresses and Primaries scheduled to commence this weekend till further notice.
"2. Rising from its meeting held on Wednesday 22nd September, 2010 the NWC said this action has become necessary in view of the joint decision by the Independent National Electoral Commission (INEC) and all Political Parties at their meeting yesterday.
"3. Nigerians will recall that INEC and the parties agreed to a shift of the earlier advertised dates for electioneering activities.
"4. However, the sale and return of Expression of Interest Forms and Nomination Forms shall continue as earlier announced. New dates for all PDP Primaries and Congresses shall be communicated in due course."

ALUKO COMMENTARY
As we can see, the ruling PDP could NOT wait to have INEC and the political parties agree to shift the date!  Even before legislative approval, it is acting as if the shift has been done.
Which is fine, because for once the PDP is caught in its own incompetence, of a national legislature that failed to act in a timely manner when it should, and then when it acted, refused to be intelligent about date setting for the elections.
All the parties are struggling with party membership registration in order to ensure internal democracy in their primaries, which are supposed to be ongoing, and should end October 20-something.  To register even 2 million members country-wide in two-weeks is a struggle both operation-wise and financially.  Financially, can ANY registration cost less than N500?    Where will they get 2 million Nigerians to contribute N1 billion  - within a week or two - to a party apparatus of execos who people already think are fat?
I ask you, where will they?
In the presidential contest, the new Electoral Law requires party congresses in EACH STATE rather than just one IN ABUJA or some center.  None of the candidates wants some FAKE list to be used to determine his or her fate, so they are all insisting in open and transparent membership list.  I think too that they are afraid that if they SERIOUSLY violate the internal democracy clause, Jega's INEC might HAMMER them, so they are trying to be very careful this time around.
Good thing...
