Timor-Leste Handwashing Promotion Specialist

Timor-Leste Rural Water Supply and Sanitation Program (RWSSP) is searching for a Handwashing Promotion Specialist.


BRIEF EXPLANATION OF ROLE:
The Timor-Leste Rural Water Supply and Sanitation Program (RWSSP) is funded by the Government of Australia through AusAID to provide assistance to the Government and civil society organisations of the Democratic Republic of Timor-Leste for the development of rural water supply, sanitation and hygiene (RWASH) activities in Timor-Leste. Assistance is provided as a contribution to a Sector Wide Approach reflected in the Sector Strategy. The Managing Contractor for the RWSSP is IDSS in association with GHD.
Handwashing with soap is widely known as the most efficient and cost effective intervention to reduce the burden of diarrhoeal disease; therefore promoting the practice of handwashing with soap is one of the key interventions planned to improve health of rural communities in Timor-Leste. RWSSP is assessing feasible opportunities to increase the attention that handwashing behaviours is provided within Timor-Leste to stimulate demand for and change behaviours around handwashing while at the same time strengthening soap and hygiene marketing to extend low cost hygiene supplies to poor households. Opportunities would include mass media to: a) increase awareness and advocate for an improved enabling environment for handwashing practices; b) promotion of improved hygiene behaviours; and, c) support for hygiene marketing efforts.
The Handwashing Promotion Consultant will be responsible for exploring opportunities for strengthening the profile of handwashing in the national RWASH sector and health sector, for providing concrete recommendations for interventions that can be scaled-up nationally and that strengthen government health promotion mechanisms, and for assessing impact of interventions on health improvements.

Responsible to: Behaviour Change Communication Advisor
Works with: RWSSP advisors and staff and designated G-RDTL counterparts
Duration: 3 inputs totalling 60 Days
Approx 30 days – Assessment and development of recommendations
Approx 15 days – Development of evaluation methodology and tools
Approx 15 days – Data analysis, report and recommendations
Location: Dili, Timor-Leste

OBJECTIVES OF TOR
TOR Hygiene Promotion Specialist – Oct 2010

1. Assess the current behaviour change approaches and specifically those relating to handwashing with soap. Identify case studies or models which have been effective in other countries and that could complement SISCa (GoRDTL health outreach model) in accelerating hygiene behaviour change at scale and including positive promotion of gender equity.

2. Identify key actors engaged in handwashing programmes in Timor-Leste and the region, with a focus on potential partnerships to support national government initiatives, including engagement of mass media to promote behaviour change;

3. Work with the BCC advisor to develop an evaluation plan for assessing impact of recommended handwashing interventions on health improvements through reduction of diarrhoeal disease. Ongoing monitoring tools, such as the MoH KUBASA tool and the DNSAS community profiling tool should be incorporated into the plan, including recommendations for strengthening the tools. This should include support for the development of evaluation survey methodology and tools;

4. Analyse evaluation data and draft evaluation report

OUTPUTS FROM HPS
The end products include:
• Options paper for handwashing with soap promotion in Timor-Leste. Stakeholder analysis & potential partners, both international private and non-governmental
• Best practices and recommendations for using mass media in handwashing promotion
• An evaluation plan and tools for assessing handwashing intervention impact on reduction of diarrhoeal disease
• Analysis and final evaluation report

SKILLS AND EXPERIENCE
Required:
• Masters degree or higher in public health, communications or social sciences;
• Technical expertise in hygiene marketing or behaviour change communication / mass media
• Experience in handwashing behaviour promotion / hygiene and behaviour change in developing countries, especially in the Asian region
• Demonstrated effectiveness in developing M&E processes for assessing impact of handwashing campaigns;
• Fluency in English with strong written and oral communication skills;
• Well developed inter-personal and communication skills with an ability to: communicate effectively with others from different social, ethnic and cultural backgrounds, adapt to different cultures and be a supportive member of a team;
• Demonstrated experience in undertaking a gendered analysis across above objectives
• Demonstrated experience of working effectively with a team of international consultants to adapt to a variety of institutional structures and cultures.

Desirable:
• Proficiency in languages other than English – particularly Bahasa Indonesia, Portuguese or Tetun;
• Work experience in East Timor or the Asian region;
• Sensitivity to and ability to act appropriately in the Timorese culture;
• Flexibility, responsiveness, discipline and patience
