I wonder if he is  based in Africa.

Rikki Wemega-Kwawu  argues in "The Politics of  Exclusion : The Undue Fixation of Western-Based African Curators on Contemporary African Diaspora  Artists", making a point similar to that of Sylvester Ogbechie in "The Curator as Culture Broker (A Critique of the Curatorial Regime of Okwui Enwezor in the Discourse of Contemporary African Art)" that more needs to be done to highlight  the work of artists in Africa, as opposed to the current focus on diaspora African artists in contrast to neglecting those in the mother continent.

Jess Castellote, an art critic resident in Lagos, Director of the Virtual Museum of Modern Nigerian art, reinforces  these positions in "Sylvester Ogbechie on Okwui Enwezor". 

Africa is a Country brings together some of these debates.
