Could the presidential elections be held in the peaceful parts of the country and postponed in the more insecure areas?

To begin with for a successful free and fair election 100% of the enfranchised electorate should have their PVCs in their hands...
For the more optimistic by nature, even when hoping for the best it's good to also be prepared for the worst. The idea of holding a nationwide general or presidential election in Iraq or Syria or Yemen or Libya just now is out of the question, with the various Jihadists groups holding sway over vast swathes of territory. Similarly it comes as no surprise that the St. Valentine's Day Presidential elections for Nigeria has been postponed till 28th March, 2015
Is there any guarantee that within the next six weeks the Nigerian Military and Police would have sufficiently subdued Boko Haram to ensure a peaceful election in the North East of the country? Is it possible that instead of the security situation getting a lot better during the next six weeks, it could instead get a lot worse – and not only in the North-East ? And then what? A new state of emergency? Another postponement of the elections?
Re - INEC "must be commended for showing the courage to shift the elections after acknowledging the fact that its state of preparedness was not 100 per cent." (Director of Media and Publicity of the PDPPCO, Femi Fani-Kayode)
Are we to assume that by 28th March 2015 the security situation in all parts of the country will be such that INEC preparedness will be approximately 100% of its institutional capacity – and if by that time INEC preparedness is not close to 100%, for consistency's sake, should Femi Fani-Kayode be commending INEC for postponing the elections once again?
A tantalizing question is who (PEP or PAC) gains most by this postponement? Who (PEP and PAC) does not need more time for campaigning and covering the country? Of course campaigns do no run on fresh air and need financing. Nor do campaigns only run on state television and media...
By 28th March the Harmattan must be kicking up some sandstorms in the North.... it's that time of the year, probably not the best time, but then again when would be the best time for the whole country – I'd say anytime apart from the month of Ramadan.... but what do I know?
