Governments come and go, sometimes in the middle of the year, so it's not always easy to assess new governments, such as Nigeria's new government, based on less than a year's performance but with a minister of the quality of e.g. Babatunde Raji Fashola on President Buhari's nomination list, we can be optimistic that he will deliver to the fullness of his capacity at his given ministry
