(1) The "suffering innocents" are not involved in the fight against corruption or do not cooperate with government in that regard;
(2) a punitive action taken by government, which adversely affects their interests, is desirable;
(3) the government does not already know "the real thieves" in question and 
(4) the hands of those in government are clean.
But what is very important to me is the attitude suggested by your comment. We are writing and archiving ourselves and our lives in this forum, you know. It is also history.
