I am sure that Pastor Joe did not appoint you as his lawyer. Our banter go way back and he gives as much if not more than he gets from me, but that is not the main issue here. My point is set out below:

That you are able to distinguish and comment on each budget line and openly debate it is the CHANGE we voted for. The abominable PDP government staring with Obasanjo would by now be carrying Ghana Must Go bags full of money to bribe NASS members to approve their intentionally padded figures and the abominable NASS members will pad the more to approve figures solely based on returns that they are promised by MDAs.
The accountability and public transparency and scrutiny is my point. It is new in the annals of Nigerian political history and it is the handiwork of the current leadership. acknowledge that fact instead of cynically knocking the government of Buhari.

By the records of our civil service, it wouldn't be an unusual occurrence for the person who quoted an Hilux at N27.66m to buy the most basic Hilux type that somebody else quoted for N5.7m. And they would still both be Hilux vehicles!4. Also for the sake of transparency, governance and cost control, the government should specify and communicate the vehicle types/specifications that MDAs are allowed to buy and under what circumstances, otherwise people would unnecessarily go for the high end and most expensive versions, e.g. bullet proof, etc, and waste our money in the process.My two cents.Sent from my BlackBerry 10 smartphone.

Government may specify that you can only buy single-cab manual transmission Hiluxes - silver grey or eclipse black Shell-type - using government money, and negotiate with TOYOTA-specified agents for certain government pricing. Then ALL MDAs will quote the same price for the same car, minus shipping and handling depending on where they are. Even the S@H can be negotiated on a regional basis. But where there is no set down policy for what you purchase, you cannot blame different MDAs for the different vehicles that they may select to propose, with the expectation that if their budget is cut down, at least they may be able to buy a lower-priced Hilux.And there you have it.
