I am sure that Pastor Joe did not appoint you as his lawyer.  Our banter go way back and he gives as much if not more than he gets from me, but that is not the main issue here.  My point is set out below:

"Today the Buhari government has introduced accountability and responsibility and transparency. All denied us by your incompetent buffoon. Instead of you to ride this your hubby horse of cynicism join hands with the government of positive change to interrogate the budget to ensure it is corruption-free."

That you are able to distinguish and comment on each budget line and openly debate it is the CHANGE we voted for.  The abominable PDP government staring with Obasanjo would by now be carrying Ghana Must Go bags full of money to bribe NASS members to approve their intentionally padded figures and the abominable NASS members will pad the more to approve figures solely based on returns that they are promised by MDAs.

The accountability and public transparency and scrutiny is my point.  It is new in the annals of Nigerian political history and it is the handiwork of the current leadership.  acknowledge that fact instead of cynically knocking the government of Buhari.

I'm not necessarily of the conclusion that the government is corrupt just by looking at this budget but Professor Aluko's contribution below throws up a few questions/comments still:

1. ‎The prof has described 64 different car types/specifications for the Toyota Hilux, not 320. He obviously characterised the 5 different colours of the Hilux (that he described) as different car types. Two cars of same specification can be of different colours and that would not make them two different car types or specifications. And the question of colour would not come into a discussion around the cost of the cars.  

2. The prof described the costs of the Toyoya Hilux as between N8m and N20m (depending on the specification) but one can see some of these vehicles being quoted for as low as N5.7m while some are as high as N27.66m! 

3. For the sake of transparency and governance, the specification that is being quoted for by any MDA should be well spelt out so the government and the people ‎can monitor to ensure we're not being fleeced. By the records of our civil service, it wouldn't be an unusual occurrence for the person who quoted an Hilux at N27.66m to buy the most basic Hilux type that somebody else quoted for N5.7m. And they would still both be Hilux vehicles!  

4. Also for the sake of transparency,  governance ‎and cost control, the government should specify and communicate the vehicle types/specifications that MDAs are allowed to buy and under what circumstances, otherwise people would unnecessarily go for the high end and most expensive versions, e.g. bullet proof, etc, and waste our money in the process.

Tell us about Jonathan's last budget. It was submitted after serious padding and the NASS added their own cut on it and passed it.

We did not hear a whimper from you then. Your pente-rascalism then supported the clueless and incompetent buffoon.

As Federal University Otuoke, we have a pool fleet of 45 vehicles or so purchased over the past five years,  about 20 of which are Hilux vans due to our terrain.  In fact, you can take it that the official vehicle of FUO is the Hilux - every faculty, department and administrative unit  that has justified need for transportation has one.   The other vehicles in our fleet are buses (including some Toyota coasters), water tankers, Toyota Camries (pool for Principal Officers), Peugeots, flat-bed trucks and ambulances.

So I know about the pricing of Hilux vans.

Now,internationally, with respect to Hiluxes, there are:

   (1) Three grades you can buy: (i)  single-cab  (four types)  (2)  Extra-cab (four types) and (3) Double-cab (eight types)  (all these grades are characterized as Workmate or SR)

   (2)  There are two transmission types  (i)  Manual  (ii)  Automatic  

   (3)  There are five colors (i) eclipse black  (ii) glacier white  (iii) graphite  (iv) nebula blue and 
           (v) silver sky

 In Nigeria, 

    (4)  specified are two additional "colloquial" types (i)  Shell-type, as in Shell-BP (apparently, Shell has provided Shell some specifications specifically for our Nigerian roads  (ii) non-Shell (import or Abu Dhabi(?) type (this one often has Arabic inscription in it.).
 
That means that theoretically there are 320 different types of Hilux Vans that are purchasable in Nigeria.  So for you to think that they will all be of the same price is ridiculous.

I can assure you that it is virtually impossible to buy any Hilux in Nigeria today below bN8 - 10,000, and if it is considered necessary to give it some security armoring, that could rise to N15-20,000.  That may or may not include VAT and WHT.  Add 10% insurance and another 2-5% for plate licensing, and the prices quoted below are not outrageous at all.

This is where government guidance and bulk or negotiated purchasing can come in.  Government may specify that you can only buy single-cab manual transmission Hiluxes - silver grey or eclipse black Shell-type -  using government money, and negotiate with TOYOTA-specified agents for certain government pricing.  Then ALL MDAs will quote the same price for the same car, minus shipping and handling depending on where they are.   Even the S@H can be negotiated on a regional basis. But where there is no set down policy for what you purchase, you cannot blame different MDAs for the different vehicles that they may select to propose, with the expectation that if their budget is cut down, at least they may be able to buy a lower-priced Hilux.

And there you have it.  Let us not take skepticism to a cynical level.
