True. The peace prize to arch-terrorist Chairman Arafat in 1994 didn't control him, didn't tie his hands, hold him on leash or threaten him with handcuffs the next time.
It was followed by the wave of terror suicide bombings of the second intifada which started in September 2000.
In the case of Brother Obama he was on the path of considerably cooling down nuclear tensions with Russia in Europe - there was hope - and he was being partly rewarded for that...
