It's actually fake news, to use the contemporary vulgar phrase for factually inaccurate news. What happened was that Governor Okorocha of Imo State said in jest that his sister, who is Deputy Chief of Staff to the Governor and who was present when the governor swore in newly appointed commissioners, was the Commissioner of Happiness and something by virtue of her position in the state house.
Reporters didn't get the governor's admittedly dry humour and went ahead to report that he had appointed his sister as Commissioner of Happiness, even though her name doesn't appear in the officiallist of the 28 commissioners recently appointed by the govermor, nor was she among the commissioners sworn in.
Of course, Okorocha is a vain and vacuous governor, but he didn't appoint his sister Commissioner of Happiness.
