Call of the Intellectuals of Africa and the African Diaspora for Peace in Ivory Coast
Ivory Coast must not become a new Rwanda, a new Congo of the 1960s or
Biafra!
This call is an appeal to develop wise initiatives to prevent Ivory
Coast from going over the edge into disaster. This call addresses itself
directly to the decision-makers of the UN, the E.U.,the Americas, the
French, the African Union, and ECOWAS , who, by their actions, are liable
to precipitate Ivory Coast and, maybe, the entire West African region into
irreparable chaos. The choice of peace is in their hands. The risk of
an unending war, of genocide, of the deaths of millions of
victims--women, children, the unarmed, the poor, the weak--cannot be
ruled out if the potential for further conflict is let loose.
We sincerely hope that in spite of the threats, admonitions, harangues
and partisan analyses at play in this conflict, that the only true
option, the one of peace for all, will finally emerge from the maze of
the wild passions, extreme tensions and bias that dominate the political
space in relation to Ivory Coast.
In particular, the observers, friends, brothers, cultural workers,
intellectuals, diaspora Africans who orient the debate, should be careful
not to overheat the discourse surrounding this conflict, in order to
avoid further suffering, exactions and frustrations. Instead, they should
help to develop a solid effort that goes beyond emotion to a truly
restorative vision.
We should recall the numerous theaters of war and human disasters
createdby war and its consequences on the African continent,a disastrous
situation more than ever promoted by its elite predators as well as by
the massive interests of the geopolitical strategists, speculating on the
possibility of capitalizing on unrest in Africa and reviving old colonial
interests.
A succession of African tragedies has succeeded in disfiguring,
mutilating, starving and tearing up the African continent, hampering it
from demonstrating its rich, generous and eager humanity as it sought to
play its role in a world bent on its exploitation.
Since 2002, Ivory Coast has been divided in two by a rebellious army. The
disarmament agreed upon by international bodies involving Ivory Coast,
France, the African Union, the UN, ECOWAS, the presidents of Burkina
Faso and South Africa, was supposed to take place prior to any election.
This disarmament did not take place,thereby negatively affecting the
credibility of the elections. The international community and voices from
Ivory Coast and the African diaspora should abstain from advocating a
suicidal recourse to force that will resolve nothing, and that will invoke
suspicions of a hidden agenda from the "international community."
European and American authorities urging their nationals to leave Ivory
Coast should align themselves with the search for a peaceful resolution
to the conflict, thereby preserving the integrity of the country and
saving human lives, those of Ivorian and of other nationals, Africans and
non- Africans resident in the country.
Peace for Ivory Coast, Peace for Africa. No to a new Rwanda. No to a
new Congo of the 1960s. No to a Biafran war. No to a new Liberia. No to a
re-enactment of the fratricidal Angolan wars....

Appel des Intellectuels d'Afrique et de la Diaspora pour la Paix en Côte d'Ivoire
La Côte d'Ivoire ne doit pas devenir un nouveau Rwanda, un nouveau Congo des années 60 ou un Biafra du XXIème siècle ! Puisse cet appel guider de quelque sagesse l'ensemble des initiatives qui foisonnent au chevet d'une situation ivoirienne aux bords de l'explosion. Cet appel s'adresse directement aux Ivoiriens, Africains, aux décideurs de l'ONU, de l'UE, des puissances étasuniennes et françaises, de l'UA et de la Cedeao, qui pourraient, par leurs actions, précipiter la Côte d'Ivoire et, peut-être, la sous-région ouest-africaine vers l'irréparable. Qu'ils sachent que le meilleur aussi –le choix de la paix- est entre leurs mains. Le risque d'une guerre interminable, d'un génocide, d'une traînée supplémentaire de morts et de millions de victimes, femmes, enfants, démunis, désarmés, pauvres, faibles, n'est pas à exclure si les propensions belligènes devaient tenir plus longtemps le gouvernail des décisions collectives.
En effet, si l'on s'en tenait aux menaces, admonestations, harangues et analyses exclusivement partisanes, c'est à grand peine que l'option, la seule et véritable option, celle de la paix pour tous, parviendrait à émerger du dédale des passions déchaînées, tensions extrêmes et partis pris plus ou moins fondés, qui traversent l'espace politique ivoirien.
En particulier, ceux des observateurs, amis, frères, travailleurs culturels, intellectuels, diasporas qui de loin s'interrogent ou orientent les débats, hors des fourneaux surchauffés de la quotidienneté électorale, de la partition du pays, des souffrances, exactions, frustrations, imposées depuis une décennie de tractations politiques nationales et internationales, devraient fournir un effort consistant de dépassement des émotions premières qu'une situation politique à la limite de l'embrasement excite au paroxysme.
Si l'expérience pouvait servir, elle rappellerait les trop nombreux théâtres et désastres humains convoyés par la guerre et ses conséquences sur le continent africain plus que jamais convoité par ses élites prédatrices comme par les gigantesques intérêts géostratégiques - Chine, Occident, Inde, Pays émergents, capitaux spéculatifs, anciens colonisateurs. Une succession de tragédies africaines parvenues à défigurer, mutiler, affamer, déchiqueter, une humanité si riche, généreuse et avide de jouer sa partition dans un monde construit sur son exploitation.
Depuis 2002, la Côte d'Ivoire est divisée en deux par une rébellion armée, que les accords internationaux, mettant en jeu les protagonistes ivoiriens, la France, l'UA, l'ONU, la Cedeao, le président du Burkina Faso, l'Afrique du Sud, devaient mener au désarmement comme préalable à toute élection. Ce qui ne fut pas le cas et conduisit à des élections à l'issue contestable par nature.
Ces mêmes protagonistes, en plus des initiatives alternatives ivoiriennes, africaines, diasporiques et internationales, devraient désormais s'abstenir de prôner le recours suicidaire à une force qui ne résoudra rien, et qui ne lèvera pas les suspicions d'agendas cachés d'une «Communauté internationale» sous d'autres cieux plus réservée sinon étrangement absente. Les ingérences étrangères, africaines ou occidentales, les traditionnelles implications de l'ancienne puissance colonisatrice, la France, devraient procéder à une réorientation radicale de leur logique, privilégiant toutes les issues pacifiques, à commencer, au besoin, par leur abstention pure et simple.
Au moment où les autorités européennes et américaines exhortent leurs ressortissants à quitter la Côte d'Ivoire, les Etats africains devraient davantage s'atteler à la recherche d'une issue pacifique, préservant l'intégrité du pays et les vies humaines, ivoiriennes, africaines et non africaines présentes dans le pays.
Paix pour les Ivoiriens, Paix pour l'Afrique.
Non à un nouveau Rwanda,
Non à un nouveau Congo des années 60,
Non à un Biafra du XXIème siècle,
Non à un nouveau Libéria,
Non à une réédition des guerres fratricides angolaises, …
