USA Africa Dialogue Series - Response to Mr. Hardy and Action: Congressman Bobby Rush's "African" Bill - Is it for African Americans than the African Immigrant Community?

Hello Melvin:

Thanks, I read your response to my initial mail and saved it over the holidays. I had to study the fine lines and consult with others. This week  has been hectic with the new 112th Congress coming to town. I had hoped to stop by Congressman Rush's Office but I did not. 

I forwarded  Congressman Bobby Rush's Bill (see link above) to other African leaders and groups. First of all, I would like to extend my appreciation for your gallant outreach. Nothing in my mail should be seen as negating African American interests. Rather, the intent of my mail is to underscore the nagging realities, which we often sweep under the rug to get along (the politically correct thing to feign) but the African immigrant community and African American leadership hardly get together (that is evident)  as peers - let alone get along on core or sore issues of consequences. The custom is for African American interests to invite Africans to something on Africa. It is rare for African American groups to support initiatives originating and spearheaded by the African immigrant interests. The realities (sublime and overt) often clash with enlightened self-interests and not lost as people get more informed.

 I blind copied this mail to protect personal addresses, including those you use, because I am sending it to other groups. The current Bill, as  worded, basically gives African Americans an edge in African Affairs. Mindful of the fact that other heralded efforts such as the National Summit on Africa and predated African developments in the US had little to do with empowering African immigrants to undertake their own development - whereas reversing brain drain towards a self-reliant Africa is the ideal - does this Bill offer the metaphorical something to write home about?

I would pause to state that the African immigrant community has no one to blame when this is true: nature abhors a vacuum. If we do not participate to inform a Bill or any other decision-making process, the outcomes are not ours to necessarily like. Sometimes, the real deal -  also called devil in the details - relegates Africans to spectators and cheerleaders in their own parades. Yes, this Bill creates a veiled type of African dependency. Frankly, does it really matter whether the dependency is on other Black people with no tangible stakes in Africa,  Asian people  or White people?  The money is green and Africans are tokens however dependency is tossed. True or false?

Let us go through the wordings of the proposed Bill. The African immigrant community in the USA is seen as a mere inclusion / appendage in the descriptor: Africa Diaspora. There is a definition variance right off the bat. The so-called Sixth Region construed by the African Union and interpreted as Black people all over the world whose ancestors must have left in the 1600s-1800s is vague and contradictory in practice and every day realities.

Why? Let us do the reality checks:

An increasing number of African states are having Africa Diaspora ministries and departments, with outreach to their immigrant communities abroad. The mission of the offices does not include African Americans; the focus is tapping the resources of those who left Africa, mostly to study, and engaging them in developments, including voting rights while abroad. For example, in the Nigerian House of Assembly, Ghana, Cameroon, Sierra Leone, to name a few, the role of the  African Diaspora offices are articulated. With the need to  integrate African economies, redressing brain drain has included brain circulation. This means Africans from any country can be deployed to undertake development anywhere in Africa. Regional blocks are stepping up. For example, there is a common CEMAC passport for persons from the Central African region.

In view of the ground realities, why would the US Congress attempt to create a geopolitical block  inside its shores when the AU has not figured out how this whole thing works in practical terms? If tax payers' dollars are used to impose an African American take charge of African development  from/in  America when the implementation of such does not exist on the Continent itself, the Sixth Region concept, as broadly interpreted,  must be a very alluring cherry picking exercise. Not to make matters light, does the Sixth Region contribute troops or represented by who at any AU organ? 

You see where the Republican fellows who are manning the committees in the US Congress would be wryly amused as to how their constituents are now Sixth Regionalists in Africa? We ought to be making concrete sense that does not conjure other hard to justify  psychology as economic development. But why should Africa be the affirmative action price? Those places where the Bill believes are heavily "Africa Diasporan" can be given the status of economic zones and African Americans can champion their own development right here in America.

 When it comes to sustainable African development, self-reliant, endogenous development has been the mantra, including the focus on smart aid. Why should congressional policies be different? Throw in additional bones - it would prevent immigration that republicans don't like and reduce dependencies on foreign experts.

The Bill made a whopping leap to African Americans arrowing democracy in Africa. How so? Check the lobbyists, all kinds of colors take the money, even if it is to help very undemocratic dictators. Just like in America, economic latitude can also create plutocracies  where the resourceful few are king makers. So there is no direct relationship between African American economic stewardship and generated democracy in Africa. Let's be real.

I think Congressman Bobby Rush should be given more briefs. Don't we think African immigrants constitute a bastion of brain drain and this Bill should be realistically premised on redressing that as the foremost point? That is the conversation we should be having with Congressman Bobby Rush's office. Understanding the structural realities on the ground is essential in development in order to avoid dictating theories that may not work from foreign perspectives. US laws should not be promoting structural irrelevance.

The contributions of African immigrant organizations - from cultural, alumni to specialty associations surpass USAID grants. The assistance ranges from undertaking medical missions, building schools, libraries, providing scholarships, technologies, micro loans etc. Yet, these indigenous groups do not have access to compete with mega and political connected US organizations. Congressional staffers and representatives need to have evidence-based assessments, which should inform their decisions.

 Nothing cancels the need for African Americans participation. In fact, whoever has money and other skills to invest, please come to Africa. But there is a significant difference between investors, lovers, volunteers, foreign experts, favorable partners and  the indigenous stakeholders who bear the consequences of what happens in Africa. For example, when wars break out, when families need monies, when people die in America and are sent home, on immigration debacles, it is the African immigrant community bearing the dire consequences on quality of life. We hear nothing of the Sixth Region concept on Africa Diaspora.

How can any conscious people in their right minds think that consequences should be shouldered but they are not vanguards on the solutions?
 
The part on cultural ties highlights the poor knowledge of the African immigrant community. 99% of African groups are based on direct cultural affinities in Africa. As a transnational community, the cultural ties are not broken. Check out the rowdiest to the decorous groups on the Internet - it is more about native talk and politics in local villages, countries and Africa in general.  The salad bowl multicultural  American - as opposed to melting pot - allows people to basically transport and maintain their cultural allowances.  American Americans and other multicultural adherents can be acquainted with the culturally versed African immigrant population and established institutions. Of course, there are many avenues to learn about Africa and creating relationships is good for everyone and eco-tourism.

The summary of my position is not to  necessarily oppose this Bill. If it is resubmitted in February 2011 as worded, we should not confuse the clear intent to provide resources for African American empowerment and leadership on African issues. Nobody should be fooled.  An informed community can take it from there - or not.

Ms.Joe and All:  I greatly appreciate that you deal with the real-politik of Rep. Rush's bill H.R. 6535.  A brief primer on the bill:
  • It was introduced on December 17th at the end of the 111th Congress.  There was no expectation of action on the bill during the 111th.
  • The bill will be reintroduced in the 112th Congress, presently scheduled for a February, 2011 reintroduction.  As you surmise, there are challenges for its passage in a Republican-controlled house.  I state this most euphemistically, as one might imagine the bill being interpreted as a reparations bill, a hand-out to the "darkies", a violation of the 14th Amendment, or any number of re-castings of intention, any number of obfuscations of American benefit; any number of dimunitions of a significant demographic of the American electorate.
Now for my opinion:
  • The foregoing notwithstanding, in the context of history and at this moment in time, your instincts are appropriately applied that this may be a rallying call for peoples of good spirit to investigate systemically the realities of Sixth Region deployment of our potential in the appropriate economic and social development for the peoples of the African Union.
  • We Diasporan Africans and our partners of good spirit, may uphold this H.R. 6535 bill as a clarion call to examine:
    • the better enablement of the strategic philanthropy of remittances which amount to billions of dollars of support for homeland, but may engender opportunities for yet undiscovered multipliers
    • our leveraging "brain-drain" to economic and social development applications in homeland
    • our developing the appropriate Sixth Region teams for advice to, and involvement of our national, corporate, foundation, community, academic, and religious leaders, both in Africa and America.
    • the better understanding of our role in propagating the benefits of "the peace economy"; the primacy of spiritual reconciliation in our work for the benefit of our homeland kin; and the elevation of the creative classes in Diasporan-involved development
  • We should engage all of our networks in the examination of implication of this bill, become more facile in our understanding of it and its origins, and engage with our congressional representatives in their discussions with us about their understanding of the bill, whether or not they intend to vote on it.  Here is where their staff support persons must be engaged.
I see that Gashe Tamiru is on this thread, and he has provided us, and especially me, much guidance on the organizational structure of how to approach optimization of delivery vehicles for such development.  Rush's bill is an important flash point for the Sixth Region which has unlimited bench strength to deliver the impactful benefits of talent and resources for the economic and social development of the peoples of the African Union.  Over the coming weeks and months, Ato Tamiru and his team, of which I have the benefit of being a trusted partner, will seek the engagement of each you in the exploration, scripting, and deployment of ideas and methodology-building for such development.

I am honored that you have included me on the distribution list for this email.

As I write this, we close the year 2010, marking a major milestone of a titular "Africa at 50" years of political independence, amongst which events we note: the global inauguration of the New Beginning Initiative in Addis in January, 2010; and the American launch in Washington, in August, 2010, both catalyzed by Tamiru.  I look forward to our future interchanges early in 2011 in which we examine the possibilities of "African Union peoples at 50+ years" of political independence, all directed to the higher and better enablement of the people to whom we direct our work: the peoples of the African Union.  As Tamiru states so clearly, we do this work "...for our children, and our children's children."

Mindful of the fact that we know, Continental Africans are hardly included and prioritized in African US Affairs, we would need to know more.  If not he should just be plain to say: African Americans need a piece of African pie that is being eaten by White and Chinese people. That would be politically unpalatable, the bill would be blocked in the Republican controlled house after vexed Continental Africans raise questions. Buy hey, it is good to know the impact objectives of the bill.

Dear By Chief Elder Osiris Akkebalar: I am not into the human thing, nor into religion, science nor doctrine or Western, African history where I had never gotten an answers why brothers, Blacks, Whites, Reds or Yellow skins kill my  each other.
This may be hard for the conditioned  mind, for me I reached to the point of my journey where I do not see people in color anymore. I know it is a hard sell for the Un Awakened.

If you call me, I am conditioned, if my brother Dr. Kofi, MY LEADER whom I have the highest respect as he put his life for us call me any name, or brother Dr. Kariba call me any name, I have no problem, I am not there where you think I am but out there out of the perimeter of conditioning unlike what many have to understand.
 
I AM ON SELF PEACE AND RECONCILING MYSELF AND ON THE PATH OF SEEKING THE TRUTH. WHAT IS THE TRUTH YOU MAY ASK? THIS TIME I AM GOING TO SEARCH MYSLEF.
 
Please let me search more and I will get back to you. In the mean time, please continue to do what you have been doing educating me as I always enjoy reading you're takes on everything.
 
Let me not be the topic, but our children our women, our elders, us, our economy and our well being and safety and interest H.R. AND BACK IN AFRICA AND WHAT GOES ON IN IVORY COAST, NIGERIA, GHANA AND THE REST.....!!!

Listen Beloved, the term Human is a concept created by White people when they were busy in organizing all things to be according to their perceived concept, so when you see Black people, when expressing ourselves about things of nature, we follow the lead of our oppressors in the way we express ourselves about those things, even when it come to ourselves, and the reason why, is because we have been well condition to believe that white folks are God special people so they must know what they are teaching about Nature and our Black selves.

So when you see Black Folks referring to ourselves as Human Beings, it serve to be an indication that we no longer know who we are, so we must be what white folks have classified themselves and all Beings to be, which is Human.

Any Time you see Black People referring to ourselves as Human Beings they are indicating that they are no more than what white folks have classified and defined us to be as Nature Beings.

So to confess to be a Black Human Being is to defy and deny our Divine Ancestry Heritage, which is certainly not in the way that they referred themselves to be in relation to Nature Universe and most certainly they did not refer to themselves as Human Being.

So you see, when you do not know the Divine Story of your Black Life, then you become acceptable to becoming any and everything the Human Being classify and define your ignorant behind of self to be, in this world life.

The people with shade that resemble the Space without Light, (Darkness) are people with a Divine Universal Heritage, who happen to be Divine Being and not Human Beings

Why is this Negro talk of "Them" and us so important to you guys anyway?
·         The cuts on social, education and health area AGAINST THE WILL OF THE AMERICAN PEOPLE COMING? Shouldn't this more important than this Negro thing?
 
·         The physical, emotional, verbal rape of the major of women (3 out of 4 globally) and children, shouldn't be more important for us as fathers, as community as people?
 
·         Why is this so important than what the people of Haiti some one million of going through, so are the Ivorian and the Nigerians and people from your place of birth Ghana, Ethiopia, Eritrea and so on?
 
·         Why as a human family this so important what the people of Ireland and India going trough right now  to get a clean water to drink, cook and bath?
 
·         Why this is Negro talk so important than what is happening in East Africa RIGHT NOW that can engulf the whole region with violence brother going agaist brother over WATER?
Can you see what people going through while we are distracted with this Negro talk?

I can see when you guys talk about a house Negro and a farm Negro, that I have some clue, but generally why don't we say we ALL Negros and move on life, LIVING A MAENGFUL LIFE, TRYING TO MAKE THE DIFFRENECE?
 
·         Can we park the ugliness of racism where it was and still is visible and invisibly and us move on? Isn't what we do not do for ourselves more harmful than what has been and been done to us? How long more are we going to talk about it? Never forget about it one thing but sizzle on it is something else.
 
·         On the positive side, how about Ms.Joe's report of Africans doing very well her report which showed the Africans from Ethiopia or may be Eritrea (they are both Africans anyway) leading the pack AS 1ST. 2nd and 3 rd place? Where are you guys on that?
 
  
Beyond the skin shade, culture and conditioning, aren't we ALL ONE like our White, Black, Jewish, Hindus, Buddhist, Spanish, Israelis, Palestinians, Afghan brothers and sisters any way?
 
Generally we Africans have a tendency to look down on our own people, even leaders who have taken Africa to the highest level it has never been because of our disagreement or because we are not part of it.
 
The ones who come from Africa like us are  looking down on the Africans who came and before us, those who paved the way for us and them looking down at us, why? They were shown the Tarzan movie and what we were told about them was not so good as "WE WERE DIFFERENT".
 
Beside that, didn't once I told you and Dr. Kariba, the reason we do not like our own and do not respect our own is because we do not like and respect ourselves? The very reason why we are SO ANGRY!!!
 
Now the Chinese realizing this disrespect among each other, they call Africans their brothers, treat them equally on  a red carpet ON EQUAL BASIS (MUTUAL COOPERATION, SOUTH TO SOUTH).
Imagine an European and a White American calling the Africans brothers!
 
 
My brother, I have to say what is on my mind when I can let it go because I respect you for what you stood and standing for paying a price for half of your life.
 
Now you are 71 year old young, with so much knowledge you can help us in many areas by us to focus on not the trivial things but what does SOUTH TO SOUTH (between Africa and China) and BRICs pack (Brazil, Russia, India and China) pack mean to us as Africans and for our children and children's children?
 
How about our coffee (Green Gold), Oil (Black Gold) AND NOW OUR WATER (Blue Gold)?
What is our role as an individual and as Africans ought to be is where we need your guys to lead us in having to participate on what goes on back in Africa and here in our disconnected communities?
 
Remember Dr. Kofi, I support all your efforts when I could even carried your letter to AU chairman.
If I do not say this, who will as it seems nobody cares. 
 
We are finalizing to put out the Africans of the year list, Africans who made us proud, who are giving back and making differences here in our communities and back in Africa.
Unfortunately I do not know that many African men BUT mostly women.
