We have a "technology base" policy.  What we lack is a leadership that FULLY understands how the wheels of technology fit together, how its history connects with the future and the rest of the world, and hence how to prioritize and implement the plethora of policies in a sustainable manner.

We have to have a synergy between policy makers (typically bureaucrats), policy implementors (scientists and technologists) and policy drivers (enlightened political leaders.)

And there you have it.
